Is there a risk of delayed settlement in block releases?

Under normal circumstances, earnings are released to user accounts daily at a set pace; however, in extreme market conditions or on-chain network congestion, there may be a brief delay. The delayed portion will be reissued in one lump sum after normality is restored and will not affect the total earnings.
